Nuclear fission

In nuclear fission, is it the decrease in mass which releases energy to allow the daughter nuclei to increase binding energy per nucleon and increase kinetic energy? I am asking because a mark scheme i have read seems to imply that energy released = increase in binding energy per nucleon for all nucleons. Is this just because the kinetic energy released is negligible?
