Naming alcohols and amines

Why is sth called 4-amino-2-pentanol not instead 4-aminopentan-2-ol ? Another thing ,a molecule with 3 carbons and NH2 on carbon 2 would be propan-2-amine or 2-propanamine ? Also , is it ethylamine or ethanamine ?

4-amino-2-pentanol is not IUPAC, nor 2-propanamine, nor ethylamine.
