Why do weak acids dissociate more in high pH?

Can some please explain why weak bases dissociate more in high pH (alkaline environment)

and vice versa with weak bases

Acids and alkalis neutralise each other. Therefore, a weaker acid would be more easily neutralised by a strong alkali than a strong acid would. This is the same with weak alkalis and strong acids (lower pHs)
