How do you study for Physic test/Exam

Physics is a rather unique subject by itself. For me, I can easily get an A for Chem and Bio but the problem lies with physics. I spend extra time for it doing tons of questions every day. However during tests or exams I underperformed compared to my peers. My class's top physics student barely does anything. He says "just understand the concept" im just blown away..

Be up to scratch on all definitions/laws/theories/rules and learn how to use each equation, i.e where they should be applied and how to apply them.

Yeah Definitions arent a issue. I have trouble with how and when to apply formulas I guess
