I would like to know which atoms have greater chemical affinity for oxygen and how this rule works.

I know it is obsolete, but which another rule came into place?

Question is too vague! Are you referring to a specific group within the periodic table? It varies, tremendously, especially for the transition metals. Not sure about the obsolete rule.
