P(C>10) <0.1 means that 1-P(C <= 10) <0.1
So P(C <=10) >0.9
From the table, the greatest value of lambda for which this is true is lambda=7.

But for your question C refers to a 4 hour period and lamda for 1 hour, so they want lamda = 7/4
