Much more in fact, since not even 10% of people who received offers have filled out the docs form.
This is not a reason to be stressed though. I am an international applicant and haven't heard back. Just like majority of others. If they wanted to reject you, you'd already be rejected. They make you wait since they believe you are a competitive applicant, and they want to compare you to others, making the best choice.
