Hydrogen bond a level chem

How come here it says weak hydrogen bonds despite hydrogen bond being the strongest intermolecular force is it supposed to say that?

Hydrogen bonds (intermolecular forces) are not as strong as, say, covalent bonds (intramolecular forces).
Atoms linked by a hydrogen bond are not as tightly "stuck" to each other as atoms linked by a covalent bond are.
