Could anyone please explain how the assumption of gas molecules being hard implies that the time spent during collisions is negligible as compared to the time spent between collisions?

well the assumption is also saying something about the average distance between molecules as well... but in elastic collisions between objects the time the objects are in contact depends on the stiffness of the material. Objects that are like stiff springs have shorter duration collisions.

Hard doesn't mean non elastic btw - e.g. steel is actually very bouncy
