Is the reaction between an amino acid and HCl a neutralisation or redox

There is no change in oxidation state, so it cannot be redox.

The hydrogen ions from the HCl get captured by the lone pair on the amine group. This is an acid-base reaction BUT not neutralisation as no water is formed. It is an acid base reaction using either Brønsted-Lowry or Lewis definitions.
