Honestly, you do what you believe to be right but I think it would be a good idea to apply to a combination of both, especially if you get or have lower grades than anticipated.
However, if you do get into any of the "rich schools" you want, you have to be 100% willing to put in the work because they might have higher expectations of you than you might get from a "safety school".
