It would be according to their website but they might also consider other information - like if you did really well in your UCAT. You have (if I am not mistaken) up to 4 medical courses you can apply for so it might be worth applying just to see if you get an interview and applying elsewhere as an insurance.

As it says on their website, they allow predicted AAA, but any offer would be A*AA, unless contextual, so you need to have achieved their offer requirements. There is no point them interviewing you if you do not meet those.

Med schools do not work this way. Unless there are ExCircs or WP flags, if people do not meet minimum requirements, they are rejected - that is what they are - the minimum grades needed, not a vague suggestion. Occasionally on results day, people are accepted if they miss grades, but when they have the whole application cohort to choose from at the start of the cycle, they do not waive their requirements.
OP can check with Birmingham, but applying, knowing they do not meet the grade requirements is a waste of a choice.
