Fp2: Is the shaded region represented by the inequality correct?

i thought the shaded region would be to the left of the bisector i.e closer to -7 since mod (z+7) is to the left of the < sign ( i dont know if it is accurate to deduce shaded region this way) and also the shaded region would start from the bisector and go on to infinity? In the diagram it seems to be limited by the y axis? Can anyone explain and point at my misconceptions if any?
