Ions move to prevent charge build up which would stop the reactions occurring in the two electrodes.

At the anode half-cell oxidation occurs, X --> X2+ + 2e, this means that positive ions are entering the solution making the half cell positive overall. To compensate for this, negative ions flow from the salt bridge into the anode keeping the half-cell neutral.

Vice versa at the cathode half-cell.
