I always thought that you're an undergraduate before you get a bachelor's degree and once you do you are a graduate. Hence, masters and PhD programs are all postgrad courses.

If that is so then why do all universities classify degrees as undergraduate and postgraduate only?Masters being in the postgraduate section. As alleycat393 said I think you are a graduate when you receive your bachelor's degree.
