these question are truly painful...

here is the first

LARGEST INCOME [(11.4+6.3) x 106] X 22036
SMALLEST INCOME [(3.8+7.2) x 106] X 13795

then you can find difference

I hope you are allowed a calculator ...
the factor 106 can be ignored as at the end you are going to have to divide by 1000000 to get an answer in millions.

I did not have the heart to even look at Q2

PS I hope I can see the numbers correctly as image is not too clear in my computer.

For question 2, since the house value is increasing from right to left by 10%, and Southern has more houses than the first two towns, we know that the net value of the town Southern is greater than the first two, so we just have to compare Southern with the last two.

Let x be the house price of Southern, and therefore (11.4+6.3)x is the net value of all houses, or 17.7x.

Now the average house price of the next town, Eastern is 10% higher, that is 1.1x. The net value of all houses combined is (8.2+4.7)*1.1x = 14.19x. This is lower than Southern.

Now the average price for the final town is 10% higher than Eastern, that is 1.1*1.1x = 1.21x.

To finish off, find the number of houses in the last town and multiply by 1.21x and compare your result with Southern. I will leave this for you to do. Goodluck.
