my school only lets us study 9 gcses. would someone with 9 8/9 grades be disadvantaged compared to someone with for example 12 8/9 grades when applying for oxbridge medicine .

In the long run, top unis look that you have good gcses in the key subjects that everyone does, like maths, English and maybe sciences

9 A* equivalents (8/9) is plenty for Oxbridge and will not disadvantage you, and on their website they often reference GCSE grades proportionally rather than as a raw number anyway.
