90s Cartoon

Does anyone remember a cartoon from the 90s, who's main character was a french or french looking brunette girl who wore red (possibly red and black stripes?).

Everytime I hear the comedian Jenny Eclair it reminds me of this cartoon, and I'm convinced she did the voice, but I don't remember the name of it!

Can anyone help at all?
