For me, not really. They have the same premise but not same characters etc...

For example, would you consider apex a clone of fortnite or H1Z1? vice versa?

Valorant isn't really a clone of CS because the abilities add so much more to the game, I mean yeah it has the terrorists and counter terrorists gamemode but the different agents and different utitlies make it very different from cs.
valorant is more like overwatch + csgo i guess
