No it cant be used because the compound given in the q is a 4^o ammonium salt and its made from a + and a - ion the negative ion in this case is Br- so the reagent required needs to have Br and the most suitable reagent would be CH3Br but it needs to be in excess so further substitution occur ( via a nucleophilic substitution mechanism ) resulting in the 4^o ammonium salt
