14 and 13 year old's back in the 1960s

Why did 14 year old's back then look so much older and mature compared to 13 year old's? Like for example, Hank Williams jr was 14 back in 1965 but he looked like he was a senior in high school already, and I also watched a video about a 9th grade prom back in the 60s and the girls in the video looked like there were also seniors in high school. But when I watched a video about the class of 1960s 8th graders graduating from middle school they look their age? Like why is it that they looked so different one year apart if the onset of puberty back then was like 13.1 years old? it literally makes no sense to me how they are so different maturity wise back then?

Well my dad would swim fish dive and stuff but he did grow up at an air force base (Grandad was a met officer) on the Red Sea.

More physically active back then compared to later on so they’re were fitter? Also the fashion Wouk’s have helped the girls look more mature back then?
