NMR sequence with decoupling pulse

I have a question regarding NMR sequence with decoupling pulse (e.g. C with proton decoupling):
Is this pulse quantitative?
I ask this because if we do Cross-Polarization in solid-state NMR (e.g. to transfer the polarization from proton to 13C) the polarization transfer can be selective depending on the surrounding proton (so non quantitatif).
Is this the case for the decoupling pulse? can the decoupling be selective (so non quantitatif)?
