Are you asking about Anti-clockwise moment in general? in this case:

It balances the clockwise moment. Imagine a scale with one side (anti-clockwise) and another one (clockwise). Both sides have to be equal in torque. Distance and force of the sides need to know. A shorter distance has to be equalized by a greater force and vice versa a lesser force by a longer distance.

For a concrete help it would be nice to know the context.
