Solve Vector Calculus problem

Hello, how are you, I need your help with the following exercise:

Determine if the point M= (2,-1,3) and the origin of coordinates are at the same dihedral angle formed by the intersection of the two planes:
P1: x+5y-z+1=0
P2: 2x+17y+z+2=0

I tried to solve it, but it didn't come to anything, I would greatly appreciate your support.

What did you try? The dihedral angle is straightforward, but not sure what you mean by the angle between a (3D) point and the origin.
