Word Count for Report

Hi, I am currently about to submit a report and I have been reviewing my work against the requirements of the marking guide. I noticed that for the conclusion it states the following: " This reflection should be no more than 200 words". Does this mean I have to meet the 200 word count or simply not go over 200 words in my writing? Thanks.

Yeah I expect it's there to stop waffling so I'd treat it as a limit rather than a target.
