This is suggesting your supposed to use 0.2V (12V output minus 11.8V p.d. across lamp).

And then "Calculate the power dissipated in the leads"

Nah, i bet using the 11.8V is 1/2 marks on each question for using a suitable method/equation.

I did last years paper to revise for this one, it wasn't that hard ... so if that was 66 for an A, this will be similar.
I thought it would have been 219 because it was astep down transformer.
