Periodic table, locating an element

Locating an element by knowing only the outer electron number and outer energy level number

How is this done? :3
The outer electron number is what Group it's in and the outer energy level number is what period it's in. This won't work however with Transition Metals, lanthanides and actinides

Outer e 3 and outer energy level 2 would be Boron yeah?
