Find normal reaction at foot of ladder then take moments aboput the top of the ladder.

Hopefully it's clear that F increases as x increases.

For the woman to stand anywhere, the frictional force must be less than Fmax (=muR) for all positions of the woman, i.e. all values of x possible on the ladder. In particular the maxium value F could be must be less than Fmax.
