Do you always turn anti-clockwise, even if the angle you're dealing with is negative (assuming you draw the lines in the correct quadrant) ?

Positive is anticlockwise, negative is clockwise. As should be expected, flipping the sign flips the direction.
Both start from 0 degrees which is the +ive x-axis.
