the role of the waxy cuticle is to reduce transpiration. But then does it clash with the role of the stomata? idk if that made any sense lol

The waxy cuticle is generally found on the upper side of the leaf and most of the stomata are found on the underside of the leaf. Having a thick waxy cuticle decreases loss of water by evaporation through the upper side of the leaf. Stomata can open and close due to the action of guard cells, to allow less or more water vapour to escape the leaf.
