I tend to mess about on the piano until I find some sort of basic melody to start with. or you can literally just arrange the notes in a pretty pattern on the staves then play it out loud and edit the rhythm and stuff until you have something that sounds good and can be developed. approaching it as a random process right at the beginning can give u some good material with which to then keep going and make into actual music, I suck with rhythm and beats so if I want to create something a bit more interesting than the typical 4 4 I'll split every beat into 4 for 4 bars and randomly select bits to highlight, then write out the pattern as notes and hope it will sound cool (it often does!).
