An increase by 1 on the log scale represents an increase of x10^1 magnitude, i.e. there are 10 x as many bacteria at "3" than there are at "2", for example. Therefore the number of bacteria at "2" is 90% of the number of bacteria at "3".
If you read the corresponding times on the x axis for "2" and "3" (or whatever adjacent numbers on the y axis you choose), you'll see that the difference between them is 1 minute.

So for the question, just do the same thing: read the corresponding times for two adjacent numbers on the y axis, and work out the difference. No need to do a load of complicated maths!
