Why do teachers need degrees?

Why is it that in today's society teachers are expected to have degrees to qualify when in the past, they never needed one?

I understand that teachers need to be trained but a teacher training qualification/course would suffice without having to do a degree beforehand. That's how it always used to be, but now teachers are expected to have degrees. The government did away with teacher training colleges and made them university courses which was a bad idea. Surely you should be able to become a teacher and even head master without a degree?

It ensures a quality of teaching, I've heard the general rule is you need the qualification above the level you teach at. It makes perfect sense to me.
