Bristol postgraduate admission 2023?

Hi.
I applied for Bristol for an LLM for the September 2023 entry. I applied in mid July and around 2 days after I sent in my application I received an email that my application is “on hold” b/c there are apparently a lot of applicants this year.
Then, around the beginning on August I received another email that my application is “on hold”.
Finally, around mid August I got an email that my application was “withdrawn”. What does this mean? Is “withdrawn” different from a rejection? Or does it mean the same thing as a rejection?
Also, why was I put “on hold” twice ?
In the portal it said that my application had been withdrawn b/c there were too many applications.
I was not given any other information. Does any else know what it might mean?
