Is Senate House open to the public or do you need a UCard?

I'm not a student, but I live very locally and would quite like to use some of the university's public spaces for work/study when I need to go somewhere quiet locally. I know the Richmond Building is open to the public, but what about Senate House? This would be handier for me because I'm really just around the corner. I see conflicting information about this online.
