question about bristol contextual offers

I’m applying for bristol psychology, and they say they assess ur application based 80% on a level grades. Will those eligible for contextual offers be assessed separately to non-contextual? Surely if those with high predicted grades will be most likely get an offer, A*AA + is needed to get in and so there’s little point in a lower offer? Just a little confused on how they work it out
