Oxford Mst application assesser, college or proposed supervisor?

Hi,
So, I applied for an English Mst (1830-1914) at Oxford and put the name of my proposed supervisor down in my application, (I had written to him before and he suggested I do so), but he's in a different college to the one I've applied to. Considering that the first evaluation is done by the college, but also that there are usually two people per application, will he be the other one to assess it? I know that it's not a requirement to apply to the same college your proposed supervisor is in, still, I wish taking that little extra step of writing to him would matter. Could anyone advise me on this please?

Is the first assessment done by the College? I am pretty sure that the assessment is done by the academic department.

Knowing or having spoken to the supervisor will not impact the application.
