Should GCSE grades be limited to specific percentages of the population?

In 2023, 4.9% of all GCSEs were awarded a Grade 9.
In my opinion, this is obviously too high as it does not allow top performers to differentiate themselves adequately. Perhaps instead in GCSEs like Maths and English only specific percentages of the population could get some grades e.g. only the top 1% can get a 9, the top 5% grade 8 and so on. Obviously this wouldn't make sense for all GCSEs such as those in languages where mostly fluent speakers take them as a fluent speaker of Arabic shouldn't get a 5 but it could work for the core subjects.

Alternatively, a top grade 10 could be introduced?

What are peoples thoughts on this?
