When doing a titration with a weak acid and strong base, how is the buffer solution formed? I’ve seen online it’s just the weak acid and the strong base but is it not the strong base being added to the weak acid in the conical flask that forms a salt and then the salt reacts with the weak acid to make the buffer solution?

No, the buffer solution IS the weak acid in the presence of its salt.
