Click the 'add attachment' button on the new post screen, then browse for the file you want to add.

When you write a post, click on the picture thing in the toolbar above the text and put the web address of your picture in. Alternatively, use the html code:
[ IMG]http://www.thewebsiteofmypictures.com/pictures/pic.jpg [ /IMG] (without the spacing.)

Just make sure the thing you are putting in your post isn't huge, otherwise link as White suggested.
