Because they want to wear them for their own reasons.

They are comfortable and being loose they are more healthy. They are much easier to wear too, no underwear needed.

I don't wear full tracksuits, but unless I'm going out (as in for a meal, night out etc) I wear jogging bottoms the majority of the time tbh.

I don't own any sportswear like tracksuits because they always make someone look like a slob - they do't make someone look like they take pride in their appearance or in looking educated. Tracksuits are meant to be worn for sports (e.g. like running events) or for lounging around the house - they are not intended for wearing while out in public.
