Strange maths question. Please help.

29. Claire walks to work at 6km/hr and Charles cycles along the same route. Normally Charles over takes Claire outside the public library. One day Claire leaves 20 minutes late and Charles over takes her outside the swimming pool, 3km before she gets to the library.
At what speed does Charles cycle?

Can someone explain why the answer to this is 18km/h?
(p.s. this is from BMAT)

Thanks

How have you set out the question so far? Note that Charles and Claire don't change their speed so you can set up two questions
