Are WJEC Music MU3 Grade boundaries fixed? (Exam paper)

Are WJEC Music MU3 Grade boundaries fixed? (Exam paper)

Looking at the grade boundaries from different years, all the mark for an A, B, C etc seem to be the exact same to achieve in this exam paper. Is this correct? Doesn't grade boundaries change depending on how everyone scored marks in the exam? I know for assessments they have fixed marks for grades...
