    All students should sign a legally binding international declaration that they have read and understood the rules governing plagiarism and cheating - including essay and coursework assignments that go towards a final award.

    The penalty, when caught, should be that they are immediately expelled, barred from entering higher education for a period of 5 years and their details should go on an international register which can be checked by employers and licenced education establishments prior to hiring.
    My uni has something like this. When submitting any work, you need to complete a plagiarism cover sheet to declare eveything written is your own work.

    Why pay your university fees then pay to not benefit from the learning experience of being at university. If you want to buy a diploma you can print your's from here for free.
