The Singaporean delegate glared down at his fingernails. Bugger. A split. How untidy. He would have to have them manicured again... one has to be presentable when one is in a position of power, unlike those red faced Burmese Army types.

"Yes, yes, Singapore warns Burma that their actions in aid restriction, especially at such a crucial time in aid delivery where we must ensure that all aid goes through un-restricted to save as many lives as possible, are damaging not only their reputation as a legitimate government but also their people. Singapore shall say no more on the matter."

Iraq proposes that in extreme situations of natural disasters, UN registered bodies are able to fly over any designated air space without hindrance to distribute needed and essential aid. This would allow aid to be distributed much quicker and reach those who desperately need it.

China agrees this would be possible and invites the representative from Iraq to draw this plan up in a resolution.
Spain hopes that the recent acceptance of 9 UN World Food Programme helicopters by Burma is a sign of increasing flexibility in allowing foreign aid access into the country.

9 helicopters is an improvement on the previous stance taken by Burma in this crisis, but is grossly inadequate when considering up to 2.5 million people have been affected, with tens of thousands of people now homeless and living in temporary camps.

Spain urges further and continuing pressure from the international community to allow foreign aid agencies full access to Burma, where it is sorely needed.

Vietnam understand's Myanmar's hesitance to accept large amounts of Western aid, but appeals to the Burmese government to meet the needs of its population. Vietnam encourages all East Asian countries to contribute and open discussions with Burmese leaders. Fellow East Asian nations can act as a vehicle of communication between Burma and the West.

Afghanistan does not feel the need to forcing aid on the Burmese government when they have made very clear their plans at this time. We would rather see to it that we continue to negotiate with the government to stream aid into the country - we cannot, however, force a resolution upon them.

China believes that the proposal by Iraq to do a fly over with aid must not be ruled out if the current situation is to continue.

By the Burmese government holding out on the introduction of foreign aid they are inviting more international pressure.

Iran hopes that Burma does not change it's mind and break it's pledge to the UN. We also cannot understand why the Junta did not allow this in the first place.

The Republic of South Africa is thankful for the people of Myanmar that the leaders of the country have agreed to allow aid workers to perform their functions without hindrance.

The Republic of South Africa, presuming that the current positive policy continues, now sees no pressing need for a resolution.
Afghanistan would like to commend the work of the SG in bringing about a resolution to the aid crisis that has gripped the international community for some time. We would now like to work together with the Burmese authorities to relieve the suffering of so many of their citizens.

The USA would also like to commend Ban Ki Moon for negotiating this new breakthrough. The USA now hopes that the delay caused by the junta has not cost any innocent lives.
Argentina fully commends the efforts of UN Secretary General Ban Ki Moon in trying to secure the access for foreign aid to enter Burma.

Argentina hopes that the valuable time that was lost due to the actions of the Burmese Government has not seriously affected the victims of such a terrible atrocity.
