6650 is Y to 4sf, where 6649.5 <= Y < 6650.5
It could be either. What is the context?
Without any further qualification it would be 3sig.fig.

My teacher called it a place-holder.
it depends on the context, can be either.
6650 by itself with no further qualification is accurate to 3 sig.fig.

IF it was accurate to 4 sig.fig. you would need to say "6650 (4 sig.fig.)"
