Energetics a level chemistry help please🙏

I was doing past paper questions and the question was 'State the meaning of the term mean bond enthalpy for the H-O bond' and in the answer it says to ignore states. Im so confused by this because i thought the mean bond enthalpy has to be in gaseous state.
