Can I confirm that you're based in the UK? If so, the key A Level is Maths + one other science (it doesn't need to be biology).

Having said the above, if you intend to go into biomedical engineering, I would recommend opting for a degree in mechanical engineeering. The key difference is that you can go into biomedical engineering with a degree in mechanical, but you can't go into mechanical engineering with a degree in biomedical (I think). Mechanical engineering would open you to fare more fields than biomedical, especially if you decide to switch fields at a later point.
