So my presumption is you are asking how you would convert ethanol to ethanoyl chloride.

I would suggest “reverse-engineering” the starting molecule.

You should be aware that ethanoyl chloride is an acyl chloride - do you know what kind of organic compounds can be converted to acyl chlorides and what compound you use to do that?
