Close the STEM university courses forum to threads
Problem Details
https://www.thestudentroom.co.uk/forumdisplay.php?f=284 is full of threads that would be better off elsewhere and that aren't answered because no one looks in that forum.
https://www.thestudentroom.co.uk/forumdisplay.php?f=27 used to be the same until it was closed (all the links/redirects in there are broken though so I'm not sure when that happened).

there's probably other similar top level subject area forums in uni courses that are the same and need sorting

Tagging in @Evil Homer on this one, as it's community based! 
Looks like the forum doesn't have new threads enabled now, so either someone's switched it off recently or any new threads will be coming from the AAQ widget which annoyingly overrides this setting. See test.
